A building safety record has to outlive the people who built it. Most do not. The material exists, but it is spread across reports, email, photographs and consultants' folders, and nobody can establish from it what was relied on, what its status was, or what the conclusion rests on. Structuring the evidence is a professional discipline before it is a technology question.

One place that answers, for every document the building's position rests on, who produced it, when, which version is current, and what it is being relied on to prove. New material is tested against it before any conclusion moves.

Document status
Every document in the record carries a status, so that anyone working from it knows what is current, what has been superseded and what was never capable of being relied on in the first place. That is what stops a decision being taken on a drawing that was replaced two years ago.

Assumptions and limitations
What has been assumed, and the effect on the conclusion if each assumption turns out differently. What was not done, not seen and not tested, written in the document rather than relied on in the appointment.

Evidence that outlasts the current team
Somebody who was not involved should be able to open the file and establish, without asking, what was relied on, what its status was and what the conclusion rests on. If they have to ask, the record has failed.

The output is not a report that sits beside the problem. It is the building's evidence base, in a form the people who come after you can pick up.
A spine that says, for every document the building's position rests on, who produced it, when, which version is current and what it is relied on to prove. The documents themselves, with a status against each. The assumptions and the limitations written down rather than carried in somebody's head. And the open items, with what would close each one and who holds it.
A managing agent taking the building on, a new Accountable Person, an incoming consultant, a funder, an insurer or the regulator can each work from it without reconstructing the history first. So can you, two years from now, when the question is why a decision was taken the way it was. It is held in whatever system the building already uses, because the discipline is what makes a record usable, not the software.
